My van has 73k and runs like a dream. I paid $1,000 for it. I've always been of the opinion that miles are miles. Sellers like to tout "highway miles" as if that means the engine/drivetrain isn't as worn. If the pistons are going up and down, the driveshaft is spinning and the brakes are being used, then the vehicle is accumulating wear.
I've bought many vehicles in my time, most good, but I've gotten burned a couple of times as I was learning. I would say that pedal wear is a good indicator of "honest" mileage, for instance, a brand new pedal on a 150,000 vehicle trips my "spidey senses."
Check the front tires for uneven wear and on a test drive let go of the steering wheel (BRIEFLY!) to see if it pulls one way or another. Pull the trans. dipstick (if it's an automatic) and look to see if the fluid is a nice rich red color. Smell it too, to see if it smells burned. Does it go into gear immediately or is there a delay before it feels like it's ready to go?
How does it shift on the test drive? It should shift quickly and somewhat firmly, any long overlap or "winding out" before it finally shifts isn't good. Listen carefully on the test drive for any ticking or knocking from the engine as well as any clunking from underneath. Pull the oil dipstick. Does it look black, recently changed or milky?
I think a lot will depend upon your ability to address any flaws you find on a given vehicle. Some want a perfect (as possible) drivetrain and are good with fixing rust issues, others prefer a perfect body and can fix mechanical problems.
I hope I've given you some tips on what to look at and look out for. There are good deals out there in your price range, you just have to know when you've found a good deal. If you're not vehicle savvy, round up a friend who is, that way you can be reasonably sure your getting a good van.
